Reserve Bank targets investor lending
The Reserve Bank has today released a consultation paper proposing changes to loan-to-value restrictions (LVRs) to further reduce risks to financial stability arising from the current boom in house prices.
 
“The banking system is heavily exposed to the property market with residential mortgages making up 55 percent of banking system assets. Investor lending has been increasing rapidly and is a significant contributing factor to the current market strength.  The proposed restrictions recognise the higher risks associated with such lending,” Governor Graeme Wheeler said.
Under the proposed new restrictions:
·         No more than 5% of bank lending to residential property investors across New Zealand would be permitted with an LVR of greater than 60% (i.e. a deposit of less than 40 percent).
·         No more than 10% of lending to owner-occupiers across New Zealand would be permitted with an LVR of greater than 80% (i.e. a deposit of less than 20 percent).
·         Loans that are exempt from the existing LVR restrictions, including loans to construct new dwellings, would continue to be exempt.
These proposed new restrictions would take effect on September 1 and simplify the LVR policy by removing the current distinction between lending in Auckland and the rest of the country.
Mr Wheeler said: “The drivers of the housing market strength are complex and action is required on many fronts that extend well beyond financial policy.  Broad initiatives to reduce the underlying housing sector imbalances need to remain a top priority.
 
 
央行出“狠招”,投资末班车提前到来
引言:7月19日,新西兰央行发布了最新报告,报告中建议更改贷款比例的限制(LVR),以便抑制不断上涨的房产价格,从而稳定整体新西兰国内经济。央行行长Graeme Wheeler表示:目前通过银行体系已经严重暴露出房市的主要问题,住宅抵押贷款已经占到了银行系统资产的55%。这其中投资者贷款短期内不断增长,并成为推动房产市场和房价不断上涨的主要动力。所以,更改贷款比例限制将有助于抑制房产市场高投资比率。
新贷款比例限制:
·         对于投资房贷款,新西兰全境95%以上只能申请最高贷款比例为60%的房屋贷款(此前是奥克兰地区投资房最高贷款比例为70%,其它地区最高贷款比例为80%)。 
·         对于自住房屋贷款,新西兰全境将90%以上申请最高贷款比例为80%的房屋贷款(也就是说此前奥克兰以外地区允许最多15%的人申请超过80%的贷款,现今只允许10%的人)。
·         原有贷款比例限制下申请的贷款不受新政影响。但如果将来有任何的变更。例如,第一和第二套投资房屋贷款比例均为80%,申请第三套投资房屋时,使用之前房屋抵押贷款,那么前两套投资房比例也不能超过60%。
新的贷款比例限制将会于2016年9月1日正式生效,并移除了奥克兰地区和全国其它地区之间的区域化差异。
行长Wheeler先生表示:对房产市场的每一次调控都要谨慎,需要综合考虑国家财政政策以及其它各个方面,从而采取行动,以保证房产市场的调控不影响整个国内经济的稳定。现阶段新西兰房市所面临的最严重的考验之一就是房源供应不足,无法满足需求。央行希望通过新限制政策限制房产市场上投资者的行为,从而提供给自住房屋购房者更多的选择机会。
央行也强调了过高的房价和过多的贷款已经让银行敲响了警钟。像早前汇丰银行等不同金融机构都发表过类似观点,认为需要调整贷款比例限制。如果新西兰房市大幅下跌,银行所承担的风险过高,当年美国的次贷危机就是鲜明的例子。银行为了要降低自身风险,必须要提高贷款比例。
贷款收入比(debt-to-income ratio
Wheeler先生同时表示,央行并不排除采用贷款收入比政策结合LVR政策来调控整个房产市场。他们正在和政府部门积极讨论关于实行宏观调控房产市场的相关事宜。
